The DEC is a unique and dynamic membership organisation which comprises 15 of the UK’s leading humanitarian charities, pooling our resources to work as one. We are pivotal in co-ordinating the UK public's response to overseas disasters. In collaboration with our Rapid Response Network of national media and corporate partners, we raise the alarm to the UK public and set up easy ways to donate, with most of our funds raised over an intensive two-week period following a disaster.
Since our launch in 1963, we have run over 75 fundraising appeals and raised more than £2bn, saving countless lives and rebuilding communities.
We are now seeking a Programme Quality, Accountability and Learning Manager to join us on a full-time, permanent basis.
This is an exciting and rewarding opportunity for a humanitarian with experience of disaster response programmes to join our dedicated organisation.
You will be a key player in our ongoing evolution, overseeing the direction we take moving forward and using your knowledge of the sector to personally oversee programme improvements and make our organisation even more valuable.

As the Programme Quality, Accountability and Learning Manager, you will shape and manage the monitoring, evaluation, accountability and learning activities that we undertake with our 15 member agencies.
Specifically, you will integrate cutting-edge, consistent and practical approaches to knowledge management. Monitoring programme performance and collation of information, you will oversee data collection and analysis and prepare our learning and accountability outputs.
Consulting with member agencies to facilitate innovative approaches, you will ensure delivery of high-quality interventions to disaster-affected populations. You will commission and manage new initiatives, quality-assure member evaluation processes and design and manage good practice learning activities.
Additionally, you will:
- Support the development of cases for launching appeals
- Develop innovative programme information dissemination techniques
- Convene meetings to inform members of our learning and accountability agenda
- Commission and manage multi-country, multi-stakeholder consultancy projects
- Overseeing and implement our Accountability Framework
- Deputise for the Director of Programmes and Accountability
About You
To be considered as a Programme Quality, Accountability and Learning Manager, you will need:
- A postgraduate qualification or sector experience, of humanitarian response programmes, preferably within International Non-Governmental Organisations [INGO] or similar
- Proven, strong understanding of humanitarian issues and principles within the humanitarian programming discipline
- Demonstrable technical knowledge of at least one thematic humanitarian sector
- Proven understanding and demonstrable work experience with accountability to affected populations (AAP) and working knowledge of the Core Humanitarian Standard (CHS)
- A high level of technical ability with all usual computer software packages and data analysis and visualisation software [i.e., Microsoft Office, Adobe, Box]
- Quantitative and qualitative research and analysis skills gained in a humanitarian context
- Proven financial acumen to comfortably evaluate financial information and manage budgets
- High attention to detail and numerate accuracy in analysing and using data and financial information, to write coherent reports
- Clear and confident English communication skills both orally and in writing
- The ability to actively listen and engage with stakeholders at varying levels, from varying backgrounds and a range of political, cultural and value orientations
Experience with a DEC member agency would be an advantage.
Other organisations may call this role Programme Manager, Learning Manager, Accountability Manager, Learning and Development Manager, or Quality and Improvement Manager.
